SUBJECT: Meeting Minutes and Upcoming Meeting
The Dragon Run Steering Committee met
on Wednesday, September 11, 1996, with the following
members in attendance: Betty DeHardit and Jimmy Morgan
- Gloucester County; Pru Davis and Dorothy Miller
- Essex County; Ed Hall and Russell Williams - King
and Queen County, and Robert Major of Middlesex County.
Jim Uzel of the MPPDC staff and Rachael Williams of
King and Queen County were also present.
The Committee provided a final review
of the Draft Dragon Run Watershed Management Plan,
and discussed several items in the document. The committee
discussed the inclusion of the Dragon Run Access Plan
as an Appendix to the Watershed Plan, it was emphasized
that the maps within the Access Plan are not intended
to identify any particular parcels for future access
sites. A note to this effect will be added to the
Watershed Plan. The Net Buildable Lot Subdivision
design policy was also discussed. This provision may
not be as preferred as the Conservation Subdivision
Design, however, it provides an option for localities
to consider as a tool for limiting the subdivision
of unbuildable land area for building lots. The DRSC
also questioned whether the BFI landfill in King and
Queen County had a VPDES discharge permit. The landfill
is not required to have a VPDES permit, but rather
operates under a stormwater discharge permit.
The Committee also offered suggestions
for improvements to the mapping in the plan. A clear
sheet map will be included in the plan which contains
county boundaries and roads. This map can be overlaid
on the other maps to provide orientation to the reader.
There were also several typographical corrections
on maps and in the text to be incorporated.
Based on the above changes, the DRSC
voted to recommend the plan to the Middle Peninsula
Planning District Commission for approval.
With the completion of the Plan, the
grant project funding the staff support to the DRSC
will end. Staff is pursuing other funds to provide
implementation support to the localities for the Plan.
In the meantime, it was suggested that the Steering
Committee meet on a Quarterly basis, and the terms
of members be lengthened to two years due to the reduced
meeting schedule. By-laws amendments to this effect
were presented at the meeting. A vote on By-Laws changes
will occur at the next meeting.
Due to scheduling conflicts, the next
DRSC meeting is rescheduled for Monday, October 28,
1996. The time and place will be announced. The meeting
format will be a dinner setting with invitees to include
those people that have assisted the Steering Committee
in the development of the Plan. Details will follow
in the near future.

SUBJECT: Meeting Notes and Upcoming Meeting
The last meeting of the Dragon Run Steering
Committee was held on July 10, 1996. The meeting was
chaired by Dorothy Miller of Essex County with members
Ed Hall and Russell Williams of King & Queen,
Robert Major and Kathy Wilson of Middlesex, and Jimmy
Morgan of Gloucester present. Jim Uzel, MPPDC staff
and Rachael Williams of King & Queen were also
present.
The DRSC reviewed and discussed the
policy options for the Land Development section of
the Plan, and provided star rankings for the preferred
options. The goal for the next meeting is to complete
rankings for the policy options in the remaining sections
of the plan. The Steering Committee members agreed
to review and rank the options on their personal copies
of the plan. For those not present, the method is
to give the preferred options the highest rank of
five stars down to the lowest rank of 1 star (or 0)
for the least preferred option.
The next meeting of the Dragon Run Steering
Committee will be held on Wednesday, August 14, 1996,
at 7:30 PM at the MPPDC offices in Saluda. I hope
you will be able to attend.

SUBJECT: Meeting Notes and Upcoming Meeting
- Wednesday, July 10,1996, 7:30 PM, MPPDC Offices
At the last meeting of the Dragon Run
Steering Committee on June 12, 1996, the following
members were present: Robert Major and Kathy Wilson,
Middlesex Co; Dorothy Miller and Pru Davis, Essex
Co; Ed Hall and Russell Williams, King & Queen
Co; and Jimmy Morgan, Gloucester Co. Jim Uzel, MPPDC
staff and Rachael Williams, King & Queen were
also present.
The Steering Committee received a review
of the plan chapters updated since the last meeting.
Discussion included provisions in the Forestry, Water
Rights and Uses, and Habitat Protection chapters.
The committee had the following recommendations: include
a glossary of terms in the plan document, policy option
to contact new Dragon Run landowners and provide them
information on forest stewardship and the Dragon Run,
and discuss water withdrawal and the scenic rivers
program.
The DRSC also discussed the work plan
for the next three months. It was decided that in
July the committee would review the plan document
and work on prioritizing the policy options and developing
a list of preferred policies. It was also decided
to request meetings with the local governments in
the watershed to present the draft plan for their
review and input. This will occur in late July and
early August, with the county contingent of the DRSC
attending their county meeting along with MPPDC staff.
The next meeting of the DRSC will be
held on Wednesday, July 10, 1996, at 7:30 PM at the
MPPDC offices. The agenda will include the selection
of preferred policy options for the Plan. Enclosed
please find the revised issues chapters of the plan
to use in selecting policy options.

SUBJECT: Next DRSC Meeting - Wednesday, April
10, 1996; Meeting Notes From March 13, 1996
The next meeting of the Dragon Run Steering
Committee will be held on Wednesday, April 10,1996
at 7:30 PM at the Middle Peninsula Planning District
Commission's new offices next to VDOT in Saluda. The
Steering Committee will continue the discussion of
draft sections of the Watershed Management Plan. This
month we will focus on forestry issues.
At the last meeting of the DRSC, held
on March 13, 1996, the following members were present:
Ed Hall- King & Queen; Pru Davis, Dorothy Miller
and Sherry Gross - Essex; Jack Miller and Robert Major
- Middlesex; and Betty DeHardit and Jimmy Morgan -
Gloucester. Chair Betty DeHardit opened the meeting
with introductions.
The agenda included a review and discussion
of the land development section of the watershed plan.
The chapter outlines the various issues concerning
subdivision and commercial development,a statement
of the problem, and provides a laundry list of options
to consider when seeking solutions. The list of options
represents a range of activities which may or may
not be practical for our localities.
In other business, the Steering Committee
discussed planning a canoe and boat trip for local
officials on the lower Dragon Run for the later part
of April. Ed Hall also asked that the Watershed Plan
address issues such as Landfills and reservoirs in
the area.

SUBJECT: Meeting Notes, for Wednesday, February
14, 1996
The February meeting of the Dragon
Run Steering Committee was held on Wednesday, February
14. In attendance were Jack Miller and Cathy Wilson
of Middlesex; Dorothy Miller and Prue Davis of Essex;
Ed Hall of King and Queen; and Betty DeHardit and
Jimmy Morgan of Gloucester. Jim Uzel of the MPPDC
staffed the meeting, and Bill DeHardit and Lorna Waas
of the public attended.
For the benefit of the newly appointed
DRSC members, an indepth introduction and review period
was held, providing an overview of the history of
the steering committee and the details of the three-year
Dragon Run Watershed Project. The current status of
the project includes the development of a watershed
management plan with an extensive local government
and public involvement process being planned for this
year.
Next on the agenda was the election
of DRSC officers for the year. Betty DeHardit was
elected Chair and Dorothy Miller elected Vice-Chair.
A scheduled vote on the proposed By-Laws
amendment to raise the number of landowner representatives
from each county from 2 to 3 was tabled. There was
a feeling that attendance at meetings may be up with
the many new DRSC members.
Jim Uzel covered the Water Quality Monitoring
and Land Use/ Water Quality Model of the Watershed
Management plan in the introductions/overview item
of the meeting.
In other business, Jimmy Morgan inquired
on the status of investigating possible programs of
purchase of timber value of riparian buffers to compensate
landowners for maintaining the forested corridor of
the Dragon Run. Jim Uzel is still looking into this.
Mr Morgan also asked about the status of scheduling
field trips on the Dragon Run for County Supervisors
and Officials. The Committee agreed that April would
be a good month to hold the trips, with two or more
trips on different sections of the stream, highlighting
the diversity of the Dragon Run.
Also in other business, Certificates of Appreciation
were approved for outgoing long time DRSC members,
George Northam and Buddy Moore of Middlesex County.
The meeting was adjourned, with the
next meeting scheduled for March 13, 1996.
